I was able to see where they filmed this in LA. They put down fake snow in the park for the day. It was gone when I visited. 
Sorry for the dark picture again. They loved not using light when filming. 
This was just after Alexis and Martha informed Kate about the special writing that she needed to do for the family Christmas. She was not happy...

Tycho, I share your memories of visiting the park and the steps where they found the dead Santa. It was so fun to really be there and imagine all the work it took to make the place look like NYC in winter.  Thanks for the puzzle!
