This is season 3 episode 16 - Setup.
1. They're at that location because the cab driver (Amir Alhabi) had visited there and they want to know why. (Eventually they find out that a dirty bomb had been created/stored there)
2. For reasons-- too disturbing to mention, I-- I find that hot.
3. Radford Hayes (I had to look up the name again)
Bonus - I think the other episode that used this set was "Secret's Safe with Me"
